The Children
As a former Republic of the Soviet Union, most of the children available for adoption are Caucasian. Children from Azerbaijan vary greatly in characteristics, from very fair to medium complexion. The majority of the children have beautiful, big brown eyes and light to medium brown hair. Some children have blond hair and blue eyes. Boys and girls are available from the ages of 6 months to school age. The children must be on the National Registry for either three or six months, depending upon the circumstances of relinquishment, before being offered for foreign adoption.
All of the children being placed through adoption come from orphanages, and may exhibit the characteristics typical of institutionalized children. However, the risk of alcohol exposure may be lower in Azerbaijan, since it is a Muslim country, and alcohol consumption is not very acceptable for women.
The orphanages are very poor, but the caregivers seem to truly care for the children. Also, the officials in Azerbaijan are very committed to international adoptions and the welfare of their children.
